I particular enjoy playing in the Balkan leagues, so, starting with Montenegro, I will be creating some fully realistic league database add on's for FM24, specifically for the 12 Balkan nations - perfect for a save to get stuck into until FM25 is released! Each database will be able to work with each other, allowing more transfers to happen (as in real life, they will transfer between each other most commonly).
Hours of research has gone into this database, and will be poured into the other Balkan Leagues, so I hope you enjoy.
note: Some minor background changes have also been made to help the league scale up if the teams improve and achieve good results in Europe (no changes to reputation or youth rating to ensure realism)

First League (1.CFL)
Second League (2.CFL)

First League - 1.CFL
This is the top tier of Montenegrin football and is fully professional. This league features 10 teams, who play each other 4 times. The team that finishes in 10th place is automatically relegated to the Second League (2.CFL). The team that finishes 9th enters a relegation playoff against the runner-up from the Second League.
Match day and Squad Rules:
Fully realistic match day and squad selection rules have been implemented across the leagues. As in real life, the match rules that that there must be no more than 4 foreign players in the playing 11. There must also be a minimum of 2 under-21 players in the match squad. In terms of squad registration rules, there is a max squad size of 25, there is no limit on foreign players, as is the case in real life, there must also be no more than 7 players on loan in the squad.
note: In real life there is 5 nations which are treated as "non-Foreign", under agreements between the nations. The nations treated as such are: Serbia, Bosnia & Herzegovina, Croatia, North Macedonia and Slovenia. (my research found that some other Balkan nations have regional agreements in place but nothing is written into the rules between Montenegro and the other Balkan countries, so I did not include them).
Second League - 2.CFL
The second tier is a mixture of professional and semi-professional, with clubs often having a mix of professional and semi professional players. This league features 10 teams, who play each other 4 times. The winner is promoted as champions, and 2nd place enters a relegation playoff against 9th place in the First League. The same match and registration rules apply.
Third League - 3.CFL
Unfortunately, testing found that matching this league to the real life counterpart raised huge issues after some years. For some reason, regional divisions often raise a number of bugs, so instead, all of the teams from across the 3 regional divisions have instead been thrown into a huge 46 team league, where each team plays each other once. The top 3 sides are then promoted into the Second League. Teams are given £1,000 for each win and £500 for each draw to ensure long term financial balancing. The same match and registration rules apply.
Cups (Montenegrin Cup and Super Cup)
The Montenegrin Cup aligns the real life set up, a simple knockout cup competition. However, per round prize money has been added, again to support the long term financial balancing of the smaller sides, and to reward sides who progress in the competition (not mega money, but enough to stimulate growth across the clubs). Winner of this cup qualifies for the UEFA Conference League First Qualifying Round and scales up as coefficients improve. To ensure correct balancing of the cup structure, as in real life, the First Round consists of 4 clubs, then the remaining 64 teams enter in the Second Round and the cup progresses from there.
The Montenegrin Super Cup has been created, as it did not exist for some reason. This is the winner of the previous seasons Cup and First League winners. All of the historic winners of the competition have been added, couple with the actual dates the match happened.
Minor changes:
Fixed the poor layout of the FM team names
Created Awards for Second League
Amended "Years to gain nationality" to 3 years Continuous (instead of the 10 years accumulative) so people can have a bit more fun with regens as they progress through the save.
Added Goal Line Technology and VAR to the top two leagues and cup competitions
Adjusted Transfer Preferences
a few more background bits and bobs which dont impact game play but help with fine tuning and balancing
