Woo-Cash - certainly there is seeding. The nations in tier 7 are the 7 lowest-ranked in FIFA (well, a few non-FIFA); tier 6 contain my peers of next-most hopeless nations. And so on.
I found the World Cup very challenging. However, the Nations League has too many games. If you make one for FM25, please consider reducing the games, to 15-20 games per calendar year. Just my 2 cents.
I appreciate your work and have been playing it for 4 seasons.
