This database turns every single country's Youth Rating to 200, meaning you will get better regens from all over the world. For comparison, wonderkid factory France's actual youth rating is 155, while Austria's youth rating is 79.
Keep in mind that a nation's production of regens doesn't only depend on youth rating, but a lot more factors. So you won't see San Marino on the same level as Germany, but you could get a San Marinean world class star.
