The Philippine Dream (Philippines Fictional League File)

This is my attempt at establishing a proper football structure within the Philippines, albeit I made a few addition changes too, which I'll mention in more detail below! The editor data file is 'verified' for the most recent patch.

But first, here are the tiers:

Philippine Football League (Division 1)
> 10 teams


Philippine National League (Division 2)
> 16 teams


Philippine Development League (Division 3)
> 20 teams (8 teams are B teams from Division 1 clubs, 3 teams are universities)

- Improved all facilities of clubs
- Changed youth rating of the Philippines from 30 to 90
- Changed game importance to important
- Forced declared nation almost all players that has Philippines as a second nationality
