The rest of the countries will be for the last version of this year. 22.3 or 22.4.
Currently, France (lvl 3). and Portugal need official arrangements.

You make a good job but for myself this is not realistic.
If you can make the same version for only 5 Substitutes players for 11 players placed on the bench for the previous Championship it will be sufficient.
We have to played with the FIFA rules, So brexit is available and also restrictions for other country like italy, Spain etc..
