Football Manager 2023 League Updates - FM23 ConIFA Database by Chillumu (Club & International)
There are 19 teams present in the FM pre-game editor that are not affiliated to FIFA, and in some cases not to their continental organization either, and thus managing them is a drag, especially for people who like to play/start saves in such countries, which are usually weaker and have poor infrastructure and a limited number of clubs.

This database covers all the tournaments on record, as well as future planned ones, and some fictional ones to make things more competitive for such clubs and nations. This also includes aspects such as awards, formats, dates, and venues.
Besides the fictional tournaments, the database is focused on being as true to the sources as much as possible.

Things are discussed in more detail below, please note the following disclaimers:
  • To be able to manage a national team, you need to have at least 150 eligible players loaded in your save game. For this, you need to have the relevant team's database loaded to be able to play with them. I have provided the links for every country whose database I can find/have created.
  • The number of clubs and their statistics have not been altered. Neither have any player statistics. It is possible that some of the teams are now extinct, but unless conclusive proof of this has been found, no team has been removed.
  • Tournaments have at times been cancelled due to weather or funding issues. The database assumes that cancellations don't occur.
  • There is no prize money in any tournament, as ConIFA doesn't offer prize money to teams, and is run on donations and minor sponsorship
  • As there are no South American countries that are not affiliated to FIFA in the default database, the continent is missing for both international and club tournaments. Some nations that are not recognized by FIFA but geographically part of South America are affiliated to CONCACAF, and thus considered under North America for this database.
  • Though awards and records are listed, new awards and records may not be recorded in some tournaments due to a common bug in FM with created tournaments

The following nations and tournaments are included in this database.
  • Africa:
    • Nations: Mayotte, Reunion, Zanzibar
    • International Tournament: ConIFA African Football Cup - 3 team league stage with final (rotating hosts) - May of every odd year
    • Continental Club Tournament: ConIFA African Champions League - Group stage with semifinals and finals (Double leg) - February to March. Since Zanzibar sends clubs to CAF tournaments, its clubs are not included in this tournament. No. of berths assigned by league sizes, with automatic qualification for previous year's winner.

  • Asia:
    • Nations:North Mariana Islands (NMI)
    • International Tournament:Since NMI is the only Asian country in the game not affiliated to FIFA, Asia has no regional tournaments, and NMI and its league winning clubs get a direct entry into the World Cup and the Club World Cup respectively. The game does add NMI into AFC World Cup qualification from 2023 (incorrectly as this isn't the case IRL), so it has been retained as a ConIFA member in this database.

  • Europe:
    • Nations: Crimea, Monaco, Pays Basque
    • International Tournament: ConIFA European Football Cup - 3 team league stage with final (rotating hosts) - June to July of every odd year
    • Continental Club Tournament:Since Crimea is the only country of the three with clubs, there is no continental club competition, and the winner of the Crimean PL has a chance of directly entering the Club World Cup

  • North America:
    • Nations: Bonaire, French Guiana, Guadeloupe, Martinique, Saint Barthelemy, Saint Martin, Saint Pierre & Miquelon, Sint Maarten
    • International Tournaments:
    • ConIFA North American Football Cup - 2 team double leg final - May of every odd year. Contested only by Saint Barthelemy and Saint Pierre & Miquelon as all the other nations are part of CONCACAF and participate in their tournaments.
ConIFA North American World Cup Qualifiers - 6-8 teams league stage (double leg) - International breaks. The top 6 teams qualify for the upcoming World Cup (WC). If the previous WC winners or the next WC hosts are from North America, they are exempted from the qualifiers.
    • Continental Club Tournament: ConIFA Caribbean Shield - 4-5 team league stage with final (rotating hosts) - August to September. Contested only by clubs from Saint Barthelemy and Saint Pierre & Miquelon as all the other nations are part of CONCACAF and participate in their tournaments. No. of berths assigned by reputation, with automatic qualification for previous year's winner.

  • Oceania:
    • Nations: Micronesia, Kiribati, Tuvalu, Wallis & Fortuna Islands
    • International Tournament: ConIFA Oceania Football Cup - League stage with final (rotating hosts) - September of every odd year

    • Continental Club Tournament: ConIFA Oceania Champions League - 8 team group stage with semifinals, finals, & position playoffs (rotating hosts) - September. No. of berths assigned by reputation, with automatic qualification for previous year's winner.

  • World:
    • International Tournament: ConIFA World Football Cup - 16 team Group stage with quarters, semis, finals, & position playoffs (rotating hosts) - May to June of every even year. Continents assigned berths based on the the number of ConIFA members (minimum of 1). Continental competitions act as qualifiers (except North America) with the host and previous winners qualifying automatically

    • Continental Club Tournament: ConIFA Club World Cup - 10 team group stage with quarters, semis, finals,& position playoffs (rotating hosts) - December to January of every even year. Continents assigned berths based on the the number of ConIFA members playing club tournaments (minimum of 1). Continental competitions act as qualifiers, with the host and previous winners qualifying automatically.

Awards & Records: Realistic Awards have been used for the tournaments that have already occurred, with the fictional tournaments mirroring them. Though records and awards have been fixed, they may not be displayed in some cases due to an issue with FM itself.

The databased has been tested in game for 30 years. Thanks to the creators of the links shared, especially Timo and DaveTheEditor.

Please let me know if any errors need to be fixed, or if you need an alternative database with some changes.

Hey mate, will the files be re-uploaded for FM24?
  • Chillumu's avatar
@CieWolf: Sorry for the confusion, I meant I had to update the post. The database is still the same, but now my post provides links to the relevant databases you should load alongside in order to manage the teams.

@Maverick: Unfortunately, the last proper Basque database is from Timo in 2020, so I'm afraid that it cannot be managed at the moment. I don't create databases clubs from scratch, and Basque unfortunately has no clubs listed in the default database.
  • Maverik's avatar
So does that mean the basque country wont be manageable because they dont have a league ?
  • CieWolf1970's avatar
Thank you for responding. Any idea when you are gonna release the database update with the additional databases?
  • Chillumu's avatar
@CieWolf: Not a problem! Sorry I'm not able to help much.
I've updated the database, check it out once the update goes through. I believe the additional databases I've linked to should help with the issue. But yes 23.2 may give you problem with clubs, it's possible that a database with international rules works just fine even for older databases.

    Thank you for your response.
I tried to start without no other databases or mods and just removed everything when starting a new career but only the nations database is playable. If i am still playing with 23.2, as i believe i am, why is the nations database visibible and the clubs database not? Are they for different FM23 versions?
Btw.. if the club database is not possible can i just play with the nations database or do i have to use them together?
Sorry to bother you with all these questions

To be able to manage a national team, you need to have at least 150 eligible players loaded in your save game. You need to have the relevant team's database loaded to be able to play with them. I thought I had mentioned that in the description but I missed it, I apologise for that. You can add teams from DaveTheEditor megapack (or other such megapacks), and the teams will become playable. You can use my micronesia database as well if you want to play with them.

I cant start the save with them ive even tried using the ingame editor to move my self to them but is says can't manage unplayable nation you can see them in game when you search for the jist cant select them to manage
  • Chillumu's avatar
@Maverick: When you say unmanagable, do you mean that you can't select them/open their profile, or can't start the save with them as your team, or can't apply for a job during the save at a certain point?
@CieWolf: They are both verified for 23.4, it is possible it's interfering with some other database if you're using any? If any of the leagues the club database relies on have been deleted/altered (name or unique ID), it can't call teams from those leagues and the database won't function properly. Doesn't mean it is not compatible with other databases, just that if there is a conflict it won't work.

When i start a new career and get to choose my my addons, the nations database is visible but the clubs database is not. It has a traingle with an exclamation mark in it! It says that the file has to be certified i believe.
    Am i doing something wrong?
    Please help?!
    Thank You
  • Maverik's avatar
im not sure whats happening ive tried it on all database versions and non of the nations are manageable are they in the national team list?
  • Chillumu's avatar
@Maverik: This is for 23.4, and both databases run independently, so you can run one or both as you like. It's possible some teams aren't managable, make sure you select add players when starting up a save to populate teams.
  • Maverik's avatar
The teams arent there for me to select to manage is this for a certain update ? Like 23.4 or will it work on any and should i run both databases or just the 1
  • Chillumu's avatar
@Maverik: Yes, all the 19 nations here are manageable, including their junior teams, though they won't have many tournaments like the senior team.
  • CieWolf1970's avatar
Do i have to start a new career to make this great Database work?
  • Maverik's avatar
is it posssible to manage to conifa nations?
  • Chillumu's avatar
@ivanlim90: No it doesn't affect FIFA places, as the World Rankings are only for FIFA affiliated teams, which as defined in game as "World Governing Body" members. These 19 national teams are not in that category, so their rankings will still show a blank, even if they become highly reputed teams.
  • ivanlim90's avatar
Hi, will it affect the FIFA places in any way? Like if I move from a Non-FIFA nation to a FIFA nation?
