Qatar is very much an emerging country after finding out they are based on the worlds largest supplies of natural gas and oil, and as such have become so rich they don't know what to do. This has lead to them hosting the 2022 World Cup and establishing a proper football league. This league, despite not being ranked highly on the continental scale, is very rich. Many clubs transfer budgets exceed £6 million, a high amount for such a poorly rated division. Qatar is an up and coming country, with an up and coming league.

Also 5 players is restricted to play in the first eleven, but 7 is allowed in match squad. 7 is also the number of foreigners allowed to be registered in the entire squad.
In your file only 3 is allowed to play at once, and 5 overall. What I found is 7 allowed in the starting eleven, and that is was supported by recent games I looked up on the internet. Some teams fielded 7 players in the starting eleven.
